You can import the talent and keep the knowledge capital right here at home (where H1b holders pay taxes and contribute to our economy).  Or, you can further restrict access and drive jobs off-shore.  Regardless, the work must get done.  If it’s an issue of abuse regulate it further.  In STEM, there just isn’t enough talent to meet the demand….
